Important Integrative Holistic PAUD Role



Presidential Regulation No. 60 of 2013 concerning HI ECD, as a form of government commitment in ensuring the fulfillment of early childhood development rights in terms of education, health, nutrition, care, care, and protection and welfare of children. The implementation of HI ECD is carried out simultaneously, systematically, comprehensively, integrated and continuously to support optimal growth and development in order to create healthy, intelligent and characterized children as a qualified and competitive future generation.

The HI ECD program is the responsibility of all parties, while the development of the PAUD Unit is the responsibility of the Directorate of Early Childhood Development - Directorate General of Early Childhood Education and Community Education - Ministry of Education and Culture. Referring to Presidential Regulation No. 60 of 2013 concerning Integrative Holistic Early Childhood Development stipulates that the Center in this case the Directorate of PAUD Development prepares NSPK HI ECD which is applied in PAUD Unit based on the provisions contained in the Regulation.

Principles of HI HI ECD Implementation in PAUD Unit

1. Comprehensive and integrated services. PAUD unit as a container for providing services to meet growth needs and

child development which includes education, health, nutrition, care, care, protection and child welfare by

various parties and stakeholders;

2. Continuous service, namely services carried out on all PAUD services carried out continuously from birth to age 6 years;

3. Non-discriminatory services, namely services carried out by various parties and stakeholders are given to all PAUD children, who are in PAUD units fairly without discriminating on gender, socio-economic status, child development conditions (with special needs), ethnic groups , religion, race, inter-group (SARA);

4. Services that are available, reachable and affordable, and accepted by community groups, namely the location of HI ECD services are sought close to community residences and affordable from the cost aspect;

5. Community participation, which involves the community in planning, implementing, monitoring and evaluating HI ECD programs so that the sense of belonging to the program from the community becomes stronger;

6. Constructive culture-based namely the provision of education, health, nutrition, care, care, protection and child welfare services is carried out by utilizing local potential and paying attention to local cultural values ​​in line with the principles of the HI ECD.

7. Good governance, namely program management is carried out effectively, efficiently, transparently and accountably.

Important Integrative Holistic PAUD Role

Role of Related Parties in the Implementation of HI ECD
 
HI ECD requires the involvement of various related parties as follows:
 
1. PAUD Unit Provider HI ECD services with guidance and supervision of relevant agencies.
 
2. Department of Education Carry out services, technical guidance, supervision, advocacy; training, evaluation and reporting related to education services in the PAUD Unit.
 
3. Health Services Carry out services, technical guidance, supervision, advocacy; training, evaluation and reporting related to health services within or outside the PAUD Unit which includes: health checks, nutrition, immunization, giving vitamins to children, and health education for parents
 
4. Social Implement services, technical guidance, supervision, advocacy; training, evaluation and reporting related to social services in the PAUD Unit, including: protection, rehabilitation for children who experience cases of violence, or neglect, and counseling to parents.
 
5. BKKBN Implement services, technical guidance, supervision, advocacy; training, evaluation and reporting related to parenting services in the PAUD Unit, including counseling about parenting to parents.
 
6. Population and Civil Registry Service Carrying out services, technical guidance, supervision, advocacy, and counseling on children's rights to have the identity of a Birth Certificate to parents.
 
7. Community Empowerment Agency Carrying out services, technical guidance, supervision, advocacy; facilitation of ECD services
 
HI by optimizing the carrying capacity in the community.
 
8. Polres / Polsek Carry out service, technical guidance, supervision, advocacy; training, evaluation and reporting related to security and order services in the PAUD Unit, including counseling on security guarantees and legal protection from acts of neglect and violence against children in
family.
 
9. Partner Organizations As a companion, coach and work partner of the PAUD Unit in organizing HI ECD.
 
10. Posyandu Implement health services in the village and residential areas.
